Critical Contamination of finished water - Reservoir

Staff doesn't have any records for cleaning of the 2x cisterns (unapproved construction/addition). They also described gravel/large sediment collecting at the bottom of the reservoirs - allowing for contamination risk.

Corrective Actions: Water receptacles must be cleaned periodically (ideally every 3-5 years) and maintained as needed. There shouldn't be large sediment collecting at the bottom. * Consult with a professional in identifying the cause for excess gravel/sediment.

Critical Interruption of Treatment

The system is on a boil water advisory due to a broken chlorinator (which has since been fixed). Upon inspection, the following were observed in the pumphouse: 1. Filtration device with a 100-micron filter (type: Judo Fimat JFXL-M 100) is non-functional. 2. One out of two UV units is non-functional. * Note: Interruption to treatment/disinfection can lead to survival of waterborne pathogens - causing illness in its users.

Corrective Actions: To have the boil water advisory removed: 1. Repair the UV back to a state where the lights are not flashing and can sufficiently disinfect untreated water. 2. Repair the filter back to a state where it can effectively remove sediment/debris. 3. Ensure the chlorine disinfection system can re-establish the required chlorine disinfectant levels. 4. Continue resampling of the water until there's two negative results (no E. coli or total coliform bacteria) spaced at least 24 hours apart. 5. Contact area EHO once completed to discuss BWN removal.

Non-Critical Improper maintenance of distribution system

No operator on-site with small water systems training. The water supplier must designate a water operator who has training in water system operations.

Corrective Actions: Identify this person and ensure they have completed training equivalent to the BCWWA's Small Water Systems Course.

Non-Critical Improper maintenance of distribution system

System uses pool chemistry test strips to verify chlorine residuals. This is not a proper method of confirming chlorine levels in drinking water.

Corrective Actions: Obtain an appropriate test kit that can test for residuals (distribution must produce 0.2-0.5ppm). Then develop a sampling schedule for regular testing, record keeping of the levels, and identify representative locations.

Non-Critical Source unprotected and subject to contamination

The following were observed in the pumphouse: - Multiple holes and gaps were in the floors (right halve). - Evidence of insect activity on the floors. - Engine oil stored along with bottles of sodium hypochlorite in the pumphouse (purpose: unknown). * Note: Entry of pest activity could cause damage to treatment/disinfection equipment (i.e., chewed wires).

Corrective Actions: Take the following actions to prevent the entry of pests: - Seal all potential entry points where pests can infiltrate (i.e., flooring, ceiling). - Implement a cleaning schedule to regularly remove insect debris/buildup. - Remove the engine oil from the pumphouse. * Don't store chemicals that aren't intended for the maintenance of the water system, and can cause contamination risk.

Non-Critical Inadequate or improper construction of water works

Construction was made on the system without public health approval. An invoice from June 2022 is available for proof.

Corrective Actions: An application for a construction permit waiver is required for any proposed works done on the system (that isn't a like-like replacement). This must be reviewed and approved by the Public Health Engineer prior to commencing construction.

Non-Critical Inadequate Microbiological Analysis data

The current bacteriological sampling frequency (ranges 2-4x in operational months: April to September) doesn't meet Schedule B of the Drinking Water Protection Regulation. Raw/untreated water is not being sampled as well (not counted towards the 4x samples monthly).

Corrective Actions: Submit 4x samples per month. This could look like submitting 2x samples biweekly. * Also submit an additional raw water sample quarterly to confirm seasonal variation.

Non-Critical Inadequate Chemical Analysis Data

A chemical analysis was completed on June 15, 2018. This was nearly 10 years ago - and not submitted as per the required frequency of every 3-5 years.

Corrective Actions: Ensure chemical analysis are completed every 3-5 years (next due ASAP). * This is also required for the construction permit waiver application for future upgrades.

No written emergency response plan (ERP) has been submitted for the facility. Note: Drought component was submitted in 2023. * Still requires review.

Corrective Actions: Review the provincial ERP document and create a draft for review by the area EHO. Store plan in an accessible location. ERPs should be reviewed annually and as needed. Submit any updated plans to our office.

There is no annual report on file for the system. This is a required report that must be submitted annually - detailing system changes/updates.

Corrective Actions: Ensure annual reports are completed by June 30 of each year, made available to water users, and provide a copy to our office. Submit the 2025 annual report to our office.

SYSTEM DESCRIPTION: The source is from a non-flowing surface water body called Frederick Lake. It's also a toad habitat restoration site - contributing to wildlife contamination. The system purveys water to a campground with 5-6 different zones. The existing system doesn't meet the Drinking Water Treatment Objectives (Microbiological) for Surface Water Supplies in British Columbia. The system is currently on a Boil Water Advisory due to an initial broken chlorinator. There are no known chemical exceedances; however, the last chemical analysis was lasted completed June 2018.
