Observations: Licensing observed four staff; one ECE, one ECEA and two RAs on arrival. One staff knocked on the door to upstairs, the unlicensed portion of the home, to notify the Licensee, who is also the ITE, that Licensing was at the facility. No ITE was in the staff to child ratio at the facility, in the licensed portion of the home when Licensing arrived as the upstairs is not part of the licensed space at the premise.
