Observations: Licensing observed a child (age: 2) in the Group Child Care (Under 36 Months) Room A program placed in a high chair for behavioral guidance. Staff stated the child was seated in the high chair to help calm their emotions and that the child was regularly placed in the high chair twice daily to address behaviors, sometimes for up to 10 minutes at a time. Later, during the transition from indoors to outdoors, Licensing observed a staff member pulled a child by the arm to address behaviours. Staff stated the child was displaying challenging behaviors on a regular basis and there was no care plan in place.
