3030 - CCLR 34(2)(b)
Description: Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Corrective Actions Required: Ensure that the ratio of qualified employees is no less than permitted in CCLR Schedule E. For clarity, in Multi-Age Care an ECE qualified staff provides direct care and supervision to up to 8 children.

Observations: Based on discussion with staff and review of facility records, Licensing determined that between early June 2023 to present date, an ECEA has worked alone in ratio with children on a recurring basis. Typically, the ECEA has been scheduled to work a full day shift for three days each week. An ECE qualified staff works the other two days per week. The non-compliant staff scheduling arrangement was discussed with the Licensee during the inspection. The Licensee provided a verbal corrective action plan and stated that the facility will proceed with applying for an exemption to CCLR 34(2)(b) to permit the ECEA to act as an ECE. Licensing accepted this verbal corrective action plan, and further advised the Licensee that full compliance will not be achieved until the exemption request is approved by the Medical Health Officer or delegate, or the requirements of the regulation are met.
