3010 - CCLR 19(1)(a)
Description: A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: a criminal record check for the person

Observations: Licensing audited 30 staff files and observed two CRC's were from a different organization.
3060 - CCLR 46(1)
Description: A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Corrective Actions Required: Ensure program instructs children in and to practice rules of health and hygiene including appropriate hand washing practices.

Observations: Licensing observed six Group Child Care (Under 36 Months) programs and observed diaper changing practices that did not include children washing their hands.
3060 - CCLR 46(2)
Description: A licensee must ensure that any surface used for food preparation, storage or consumption is not used for changing diapers

Observations: Licensing observed in six Group Child Care (Under 36 Months) programs and the diaper change pads were on the counter in the main area of the room and children were observed being changed while the other children were engaged in snack. The change pad in two of the rooms were set leaning against the counter allowing the surface to be used for storing items. Licensing discussed diapering in the main area in close proximity to food at the follow up inspection on July 7, 2023 with the Licensee contact.
3070 - CCLR 51(1)
Description: A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance, and (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Corrective Actions Required: Ensure behavioural guidance is appropriate to age and development of child receiving guidance.

Observations: Licensing observed a child in one of the IT programs push another child down. The ITE raised her voice and said "no thank you", grabbed the child's arm and told the toddler to apologize to the other child. The children in the IT program did not have the language to apologize and no other strategies were observed.
3070 - CCLR 57(2)(d)
Description: A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner (doctor's name and number does not apply to REC only) and emergency contact
