Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: No staff member would work without a valid criminal record check clearance. Management would audit all staff files to confirm compliance and complete monthly staff file reviews. The corrective action plan was reviewed and accepted by Licensing.

Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: All centre policies would be fully reviewed with staff. A mandatory staff meeting would be held to ensure understanding and consistent implementation of policies. Staff would sign to acknowledge all policies. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake March 30, 2026. Through the investigation process, Licensing determined staff members did not conduct a head count before leaving the outdoor area as outlined in their care and supervision policy, leaving two children without supervision.

Description: Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Staff schedules would be adjusted to ensure proper coverage at all times. Each room would use a ratio tracking board, and staff would immediately notify management if ratios were at risk. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake March 30, 2026. Through the investigation process, Licensing determined that the Group Child Care (Under 36 Months) and Group Child Care (30 Months to School Age) programs did not meet the staff to child ratios permitted under Schedule E of the Child Care Licensing Regulation in the mornings. Multiple programs, including Dolphin, Sealion, Starfish, Jellyfish, Octopus, and Salmon were over ratio between March 2 and March 10, 2026.

Description: A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Corrective Actions Required: Ensure children are supervised at all times. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Active supervision would be reinforced at all times. Staff would complete name to face headcounts and follow a lead and sweep system during all indoor and outdoor transitions. All centre policies would be fully reviewed with staff. A mandatory staff meeting would be held to ensure understanding and consistent implementation of policies. Staff would sign to acknowledge all policies. The corrective action plan was reviewed and accepted by Licensing.

Corrective Actions Required: Ensure Licensee must operate the community care facility in a manner that will promote the health, safety & dignity of persons in care, specifically, following terms or conditions on the licence. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: The licensed capacity would never be exceeded. Real time attendance tracking will be used in every room, with a designated staff member monitoring capacity throughout the day. Children would not be accepted into care if it would exceed licensed capacity. Management would complete daily capacity checks. The corrective action plan was reviewed and accepted by Licensing.
