Through the investigation process, Licensing determined that the Group Child Care (Under 36 Months) and Group Child Care (30 Months to School Age) programs did not meet the staff to child ratios permitted under Schedule E of the Child Care Licensing Regulation in the mornings. Multiple programs, including Dolphin, Sealion, Starfish, Jellyfish, Octopus, and Salmon were over ratio between March 2 and March 10, 2026.

Real time attendance tracking will be used in every room, with a designated staff member monitoring capacity throughout the day. Children would not be accepted into care if it would exceed licensed capacity. Management would complete daily capacity checks. The corrective action plan was reviewed and accepted by Licensing.
