Observations: Licensing obseverved that the centre was operating outside of the conditions of their licence. During a follow up inspection on July 23, 2025, Licensing was told by the manager that the summer camp being operated was inclusive of 3-5 year old children which, according to CCLR, is not exempt. This program is directly operated and funded by the City of Courtenay, but the program run time exceeds the exempt 2 hours.
