Observations: Licensing reviewed attendance and children's records. Licensing observed that since the beginning of January 2023 there were four dates where there were five children under 48 months in care (with one of the five children being under 12 months), and fourteen dates where there were four children under 48 months in care (with one of the four children being under 12 months).
