3010 - CCLR 19(1)(a)
Description: A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: a criminal record check for the person

Observations: Licensing audited five staff files and observed one was missing a Criminal Record Check through the CRRA.
3010 - CCLR 19(4)(a)
Description: A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a valid certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry

Observations: Licensing audited five staff files and observed one ECEA had not been verified through the ECE Registry. Licensing observed this this corrected at time of inspection.
3030 - CCLR 34(2)(b)
Description: Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observations: Licensing observed four staff; one ECE, one ECEA and two RA's on arrival. One staff knocked on the door to upstairs, the unlicensed portion of the home, to notify the Licensee, who is also the ITE, that Licensing was at the facility. No ITE was in the staff to child ratio at the facility, in the licensed portion of the home when Licensing arrived as the upstairs is not part of the licensed space at the premise.
3040 - CCLR 53(1)(a)
Description: If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child’s parent or in the child’s record or care plan

Observations: Licensing audited five children's files and observed one child's file with medication requirement on February 27 and July 8, 2023 to be administered by staff. The medication sheet was blank with amount and times specified by parent not filled in.

Description: A licensee must keep, for each child, a record showing the following information: (a)name, sex, date of birth, medical insurance plan number (MSP number does not apply to REC only) and immunization status.
