Corrective Actions Required: Ensure that a community care facility operates in a manner that promotes the health, safety and dignity of persons in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 30 and June 9, 2025 Licensee submitted a corrective action plan to Licensing. The corrective action plan included: the staff member no longer worked at the facility effective June 2025. New policies on guiding children's behaviours stated at no time would a child be shamed or ridiculed for their actions, nor would they be restrained, suffer physical punishment or punitive retaliation. The Licensee would ensure all employees were explicitly vetted to determine their experience and abilities and to verify their suitability to perform any position. The corrective action plan was reviewed and accepted by Licensing. On October 20, 2025 the Licensee Contact stated the new policies had not been reviewed with staff.

Observations: Regarding intake dated February 27, 2025. Through the investigation process, Licensing determined that a staff member had not demonstrated the skills and abilities to carry out the duties assigned when the staff had on multiple occasions interacted and directed children in a negative and forceful way.
3030 - CCLR 52(1)(c)
Description: A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child’s self respect
Corrective Actions Required: Ensure that a child is not subjected to any harsh, belittling or degrading treatment. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 30 and June 9, 2025 Licensee submitted a corrective action plan to Licensing. The corrective action plan included: the staff member no longer worked at the facility effective June 2025. Observations: Regarding intake dated February 27, 2025. Through the investigation process, Licensing determined that a staff members' interactions with children in care had a negative impact on the health, safety and dignity of children. The actions included yelling, grabbing at children, and making comments that were not conducive to an environment that contributed positively to children in a day care centre.

Description: A licensee must ensure that a child is not, while under the care or supervision of the licensee, subjected to any of the following types of abuse or neglect: physical abuse
Corrective Actions Required: Ensure that a child is not subjected to physical abuse. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 30 and June 9, 2025 Licensee submitted a corrective action plan to Licensing. The corrective action plan included: the staff member no longer worked at the facility effective June 2025. New policies on guiding children's behaviours stated at no time would a child be restrained or suffer physical punishment and a new Prevention of Harm policy was developed that stated staff ensured the physical, emotional and psychological safety and well-being of children. The corrective action plan was reviewed and accepted by Licensing. On October 20, 2025 the Licensee Contact stated the new policies had not been reviewed with staff.

Observations: Regarding intake dated February 27, 2025. Through the investigation process, Licensing determined that a staff member had used physical force which was excessive for, or inappropriate to a situation involving a child when grabbing at children form their backpacks or shirt in a forceful manner.
3070 - CCLR 55(2)(a)
Description: A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,
Corrective Actions Required: Ensure reportable incidents described in Schedule H are reported within 24 hours. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 30 and June 9, 2025 Licensee submitted a corrective action plan to Licensing. The corrective action plan indicated that all reportable incidents would be reported to Licensing within 24 hours. The corrective action plan was reviewed and accepted by Licensing.
Corrective Actions Taken By Licensee: On October 20, 2025, Licensing observed a reportable incident described in Schedule H had been reported within 24 hours.
