Description: A licensee must ensure that, on the premises of a community care facility or in a vehicle used by employees to transport children, no one engages in restricted consumption while children are under the supervision of employees.
Corrective Actions Required: Ensure a health and safe environment is provided at all the times. On the premise or in vehicles no restricted consumption while children are under supervision. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: Tenants were requested to do not smoke during drop off and pick up times. The Health and Illness policy was updated and indicated that smokers would have to smoke at the end of the driveway. On April 29, 2025, Licensing received an email indicating the policy update. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake March 7, 2025. Through the investigation process, Licensing determined that tenants living on the upper floor were smoking in the driveway, which was within the property boundaries indicated in the floor plans submitted to Licensing prior obtaining a licence.

Description: A licensee must do all of the following:(b) operate the community care facility in a manner that will promote the health, safety and dignity of persons in care
Corrective Actions Required: Ensure to operate the community care facility in a manner that will promote the health, safety and dignity of persons in care, specifically regarding suitability of the Licensee. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: The Licensee would keep an open communication with parents, maintain updated policies and procedures, personally provide care, keep current records and stay informed of any changes to Licensing requirements. She would contact Licensing with any questions or concerns. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake March 7, 2025. Through the investigation process, Licensing determined that the Licensee did not demonstrate the skills and abilities to carry out the duties assigned when she had not operated the facility in accordance with the Child Care Licensing Regulation which defined Family Child Care as the Licensee must personally provide care. Furthermore, terms and conditions were not met when the Licensee knowingly had more than seven children in care.

Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: The Licensee would continue to check vacation days and plan according to the active contract. Parents had been sent an updated vacation schedule for the year. On April 29, 2025, Licensing received an email confirming the updated calendar had been sent to parents and an updated smoking policy. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake March 7, 2025. Through the investigation process, Licensing determined that the Licensee did not follow the smoking policy and vacation allotment agreed with parents.
3030 - CCLR 2(1)(e)(ii)
Description: For the purpose of paragraph (a) of the definition of 'care' in section 1 of the Act, the following programs are prescribed: Family Child Care, being a program in which the licensee personally provides care, within the licensee's personal residence, to no more than 7 children;
Corrective Actions Required: Ensure to meet the definition of care in section 1 of the Act by the Licensee personally providing care within the Licensee's personal residence to no more than seven children. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: The Licensee would be present as the primary care giver when the substitute was present for care. She would remain present for all care unless a scheduled appointment required her absence in which case she would use a substitute or close the daycare. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake March 7, 2025. Through the investigation process, Licensing determined that Licensee, did not personally provide care as required in a Family Child Care program when children were left with another responsible adult.
3070 - CCLR 57(2)(c)
Description: A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure

Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: The Licensee would correct, print and maintain daily attendance records and each child would have a separate space on the sheet. On April 29, 2025, Licensing received an email with attendance records from March 15, 2025, confirming that all children were listed. The corrective action plan was reviewed and accepted by Licensing.

Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: The Licensee would take children to the park daily, rain or shine for a full hour and would keep a record on a checklist. On April 29, 2025, Licensing received an email with records showing the dates and times children had been to the park since March 15, 2025. The corrective action plan was reviewed and accepted by Licensing.

Through the investigation process, Licensing determined that the Licensee did not follow the approved off-site plan, as children were not taken to Woodland Creek Park. Instead, children were playing at the daycare's main entrance which did not meet the definition of a backyard.

Action/s Required by Licensing: On April 29, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: The Licensee would correct, print and maintain daily attendance records to ensure not exceeding capacity. Each child would have a separate space on the sheet. On April 29, 2025, Licensing received an email with attendance records since March 15, 2025, confirming that all children were listed and that capacity was not exceeded. The corrective action plan was reviewed and accepted by Licensing.
