3020 - CCLR 56(2)
Description: A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Corrective Actions Required: Ensure polices and procedures, specifically behavioural guidance practices are implemented by employees. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On July 15, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: policies and procedures would be reinforced with expectations of staff, staff signed and acknowledged their understanding of the policies. Additional training on child guidance, professional conduct and child safety would be provided. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake May 14, 2026. Through the investigation process, Licensing determined that the behavoural guidance policies were not implemented by staff when staff yelled and restrained children in care which were not allowed in the facility behavioural guidance policy.

Description: A licensee must operate the community care facility in a manner that will promote the health, safety and dignity of person in care
Corrective Actions Required: Ensure that the facility operates in a manner that will promote the health, safety and dignity of the children in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On July 15, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: staff involved in the use of physical restraint and yelling at children in care had their employment terminated. Additionally, to prevent further occurrences, policies on respectful interactions with children, reinforced expectations regarding positive guidance and behaviour management practices would be implemented . The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake May 14, 2026. Through the investigation process, Licensing determined that the staff had not promoted the health, safety and dignity of the children in care when they restrained and yelled at children in care.

Action/s Required by Licensing: On July 15, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: reviewing polices, specifically behavioural guidance, with staff and signed that they have read and understood the policy. 3030 - CCLR 52(1)(b)
Description: A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to confinement or physical restraint by an employee, except as authorized in a child care plan if the plan includes instructions respecting behavioural guidance.
Corrective Actions Required: Ensure that employees are not physically restraining children on their beds while in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On July 15, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: physical restraint would not be permitted at the facility and any staff observed restraining a child would be terminated. The corrective action plan was reviewed and accepted by Licensing.

Corrective Actions Required: Ensure that children are not subjected to emotional abuse while in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On July 15, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: staff that yelled at children in care had been terminated. The Manager and Director were committed to staff training and increased monitoring of staff practices to ensure staff did not yell at children in care. The corrective action plan was reviewed and accepted by Licensing.

Corrective Actions Required: Ensure that the medical health officer is notified within 24 hours after a child has been involved in a reportable incident described in Schedule H. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On July 15, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: review of reportable incident requirements and reporting timelines with all management and supervisory staff and moving forward would report incidents within 24 hours. The corrective action plan was reviewed and accepted by Licensing.
