Observations: Licensing observed a Responsible Adult staff file in which the person was age 18 years with no valid level 3 exemption on file; Licensing observed the Manager state that the person had worked in ratio and was intended to work in ratio as a Responsible Adult. Licensing observed the Manager state that a level 3 exemption request would be submitted to Licensing as soon as possible.
