3010 - CCLR 37(3)(b)
Description: Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as '= 30 days' (see table listed under Absent employees in CCLR)
Corrective Actions Required: Ensure to replace a manager who is absent for 30 consecutive days or more with a person qualified to be a manager under this regulation, with notice of the appointment given to the medical health officer. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On October 27, 29, 30 and 31, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: An interim manager would be appointed by the Licensee. Manager would take the manager assessment provided by Licensing. Manager amendment would be submitted to Licensing by November 7, 2025. All documentation and submission will be within 30 days to ensure that full compliance is met prior to December 1, 2025. The corrective plan was reviewed and accepted by Licensing.

Observations: Regarding intake dated October 7, 2025. Through the investigation process, Licensing determined that a licensee had not replaced a manager who had been on leave since February 2025 and had been absent for more than 30 consecutive days.
3030 - CCLR 34(2)(b)
Description: Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Corrective Actions Required: Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 27, 29, 30 and 31, 2025, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: Program will be staffed with a qualified Early Childhood Educator at all times. Staffing schedule would be provided to Licensing up to and including March 2026. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake dated October 7, 2025. Through the investigation process, Licensing determined that an Early Childhood Educator Assistant worked in the Multi-Age Child Care program alone where the qualifications of an Early Childhood Educator was required for this service type as outlined in Schedule E.
