3030 - CCLR 34(2)(a)
Description: Without limiting subsection (1) a licensee must ensure that children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E, (except FCC/IHMACC/REC; child qualified if in age range or within one month (except GCC School Age)).
Corrective Actions Required: Ensure children attending a community care facility are divided into groups with each group having no more children than permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 15, 2025, Licensee Contact, submitted a corrective action plan to Licensing. The corrective action plan included: Children under 36 months from the Group Child Care (Under 36 Months) program would not attend the Group Child Care (30 Months to School Age) program when space was unavailable. A tracking document would be kept to monitor the names and ages of all children in care. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake September 18, 2025. Through the investigation process, Licensing determined that there were three children under 36 months in the Group Child Care (30 Months to School Age) program which was not compliant with Schedule E of the Child Care Licensing Regulation, as only two children under 36 months were permitted.

Description: A licensee must ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance,

Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 15, 2025, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: A staff meeting was held on October 15, 2025, to review policies and procedures related to behavioural guidance. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake September 18, 2025. Through the investigation process, Licensing determined that behavioural guidance practices were not age appropriate as staff were frequently physically moving children to guide behaviours.
3030 - CCLR 52(1)(b)
Description: A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to confinement or physical restraint by an employee, except as authorized in a child care plan if the plan includes instructions respecting behavioural guidance.

Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 15, 2025, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: A staff meeting was held on October 15, 2025, to review policies and procedures related to behavioural guidance. The "Discipline" policy was updated to "Behavioural Guidance" policy which included information prohibiting touching or restraining of children except in life-threatening situations when no other options were available. Such actions [restraints] would only be performed by a trained and authorized individual identified in a child's care plan and approved by the parents. The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake September 18, 2025. Through the investigation process, Licensing determined that a child was restrained by a staff member for behavioural guidance and it was not authorized by parents in care plan.
3070 - CCLR 55(2)(a)
Description: A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,

Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 15, 2025, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: A staff meeting was held on October 15, 2025, to review incident reporting. Reportable and non-reportable incidents were reviewed with staff to ensure reportable incidents were submitted to Licensing within 24 hours.
The corrective action plan was reviewed and accepted by Licensing.

Observations: Regarding intake September 18, 2025. Through the investigation process, Licensing determined that a staff restrained a child as emergency restraint due to challenging behaviours. The incident was not notified to the Medical Health Officer.
