Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Through the Licensing process, Licensing determined that there were several occasions when there was no Early Childhood Educator (ECE) on premise.
Corrective action: Ensure that the ratio of employees to children is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On February 16, 2024 Licensee submitted a corrective action plan to Licensing. The corrective action plan included: An ECE would work in ratio at all times and and ECEA would be hired to ensure appropriate staffing at all times. The corrective action plan was reviewed and accepted by Licensing. On March 18, 2024 Licensing observed and ECE and two ECEAs with 18 children in care. Staff schedule indicated that an ECE was present at all times children were in care.

Observation: Through the investigation process, Licensing determined that the Licensing did not ensure the health, safety and dignity of persons in care. Specifically, the Manager demonstrating the skills necessary to carry out the duties assigned.
Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of persons in care, specifically regarding suitability of the Manager. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On February 16, 2024 Licensee submitted a corrective action plan to Licensing. The corrective action plan included: Licensee would be responsible for monitoring the Manager, conduct audits to assess compliance, perform performance reviews and provide feedback. The corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. Between March 6, 2024 and April 12, 2024 Licensee submitted meeting minutes that indicated the following was discussed with the Manager; importance of compliance, support needs and review of policies and procedures.
Without limiting subsection (1) a licensee must ensure that children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E, (except FCC/IHMACC/REC; child qualified if in age range or within one month (except GCC School Age)).
Observation: Through the investigation process, Licensing determined that between January 3, 2024, and February 5, 2024, there were five days where there was between 17 and 20 children in care with one Early Childhood Educator (ECE) and one Early Childhood Educator Assistant (ECEA) which exceeded the 2:16 staff to child ratio.
Corrective action: Ensure the children are divided into groups with no more than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On February 16, 2024 Licensee submitted a corrective action plan to Licensing. The corrective action plan included: If appropriate staff to child ratios could not be maintained, parents would be contacted to pick up their children and staff to child would be maintained at all times. The corrective action plan was reviewed and accepted by Licensing. On March 18, 2024 Licensing observed three staff with 18 children in care which was compliant with staff to child ratio.
