A licensee must ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance,
Observation: Through the investigation process, Licensing determined the behavioral guidance practices were not appropriate to the age and development of the child receiving the guidance. Specifically physically grabbing and moving children's bodies when they chose not to do so on their own.
Corrective action: Ensure that behavioral guidance is appropriate to the age and development of the child who is receiving it. Action/s required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s required by Licensing; On September 17, 2024, the Licensee submitted a corrective action plan to Licensing. The corrective action plan included using behavioral guidance strategies to mitigate challenging behavior and refrain from physical intervention such as grabbing or moving children's bodies. Licensing reviewed and accepted the corrective action plan. On November 4, 2024, Licensing conducted a Complaint Follow Up inspection which indicated the Licensee confirmed they were following the strategies put forward in their corrective action plan. Licensing observed the Licensee providing care to one child in attendance on this date, the Licensee was positive in her interactions.
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Through the investigation process, Licensing determined continuous supervision was not provided to children in care.
Corrective action: Ensure children are supervised at all times by an educator. Action/s required by Licensee: Licensee to submit a corrective action plan to Licensing specific tot his contravention. Action/s Required by Licensing: On September 17, 2024, the Licensee submitted a corrective action to Licensing. The corrective action plan included: Strategic planning for personal breaks, Licensee would strategically schedule their personal tasks, such as using the washroom, during times when children were engaged in safe, low-risk activities close by (examples, quiet time, individual play or seated activities such as reading, crafts etc.) to minimize the risk of accidents while the Licensee was briefly out of direct sight; however, was fully aware of the children's activities and continuously supervised. Licensing reviewed and accepted this corrective action plan. On November 4, 2024, Licensing conducted a Complaint Follow Up inspection which indicated the facility was rearranged to provide clear sightlines to facilitate continuous supervision.
A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child’s self respect
Observation: Through the investigation process, Licensing determined the Licensee had used words that belittled and shamed a child. Additionally, the Licensee had left a child in a soiled diaper as a teaching moment for other children.
Corrective action: Ensure that a child, while under the care and supervision of the licensee, was not subject to harsh, belittling or degrading treatment, that could humiliate or undermine the child's self respect. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On September 17, 2024, Licensee submitted a corrective action plan to Licensing. The corrective action plan included, the strategies to handle incontinence situations with utmost sensitivity and discretion. The Licensee would model appropriate interactions with children by using reassuring language, avoid phrases that made a child feel ashamed or embarrassed. Licensing reviewed and accepted the corrective action plan. On November 4, 2024, Licensing conducted a Complaint Follow Up inspection which indicated the Licensee confirmed she was following the strategies put forward in her corrective action plan. Licensing observed the Licensee providing care to one child in attendance on this date; Licensee demonstrated positive interactions.
A licensee must do all of the following:(b) operate the community care facility in a manner that will promote the health, safety and dignity of persons in care
Observation: Through the investigation process, Licensing determined that the Licensee, did not demonstrate the necessary skills to carry out the duties assigned. Specifically, the Licensee had not ensured health, safety and dignity of persons in care, specifically regarding suitability of Licensee.
Corrective action: Ensure the community care facility was operated in a manner that would promote the health, safety and dignity of persons in care, specifically regarding suitability of Licensee. Action/s required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On September 17, 2024, Licensee, submitted a corrective action plan to Licensing. The corrective action plan included: several strategies and practices focused on providing a calm environment and promoting health, safety and dignity of children in care. On November 4, 2024, Licensing conducted a Complaint Follow up Inspection, the Licensee confirmed they were following the strategies put forward in their corrective action plan. Licensing observed the Licensee was positive in their interactions with the one child in attendance.
