A licensee must ensure that a person in care is not, while under the care or supervision of the licensee subjected to any of the following types of abuse or neglect, as described in section 1 of Schedule D: emotional abuse
Observation: Through the investigation process, Licensing determined that a person in care was subjected to emotional abuse while under the care and supervision of the licensee.
Corrective action: Ensure that a person in care, while under the care and supervision of the licensee, is not subjected to emotional abuse. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On September 15, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included a staff review of appropriate behaviour interventions and the Resident Bill of Rights. The corrective action plan was reviewed and accepted by Licensing. On September 15, 2023, Licensing received the signed review of Resident Bill of Rights and confirmation that the Licensee reviewed appropriate interventions with staff.
A licensee must operate the community care facility in a manner that will promote the health, safety and dignity of persons in care
Observation: Through the investigation process, Licensing determined that the licensee did not operate the community care facility in a manner that would promote the health, safety and dignity of persons in care. Specifically, that staff did not demonstrate the skills required.
Corrective action: Ensure that the Licensee operates the community care facility in a manner that will promote the health, safety and dignity of persons in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On September 15, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included staff education and review of appropriate behaviour interventions and Resident Bill of Rights completed on September 12, 2023. The corrective action plan was reviewed and accepted by Licensing. On September 15, 2023, Licensing received a copy of the signed 'Resident Bill of Rights'.
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Through the investigation process, Licensing determined that the Licensee did not ensure that the facility was operated in a manner that would promote the health, safety and dignity of persons in care. Specifically, that there was inadequate documentation related to wound care for a person in care.
Corrective action: Ensure that the community care facility is operated in a manner that promotes the health, safety and dignity of persons in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action Required by Licensing: On September 15, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included a review of documentation systems and feasibility of online reporting system by September 19, 2023. The corrective action plan was reviewed and accepted by Licensing. On October 12, 2023, Licensing received a copy of the revised Documentation and Hand-over Policy which indicated daily documentation of care on each shift and quarterly audits of records.

On September 15, 2023, Licensing received confirmation that the education was completed by staff and received a copy of the signed 'Resident Bill of Rights'.
