Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age),

Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Through the investigation process, Licensing determined that the ratio of employees to children attending the program did not meet Schedule E, specifically an Early Childhood Educator Assistant (ECEA) was working with an expired certificate.
Corrective action: Ensure that the ratio of of employees to children attending a community care facility is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 31, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included submitting an exemption request for an Early Childhood Educator Assistant (ECEA), with an expired certificate, to act as an ECEA until January 1, 2024. Two additional exemption requests were submitted for a Responsible Adult to act as an ECEA until January 1, 2024, and and ECEA to act as an Early Childhood Educator (ECE) until June 30, 2024.The corrective action plan was was reviewed and accepted by Licensing. The three exemption requests were approved by Licensing on November 17 and 22, 2023.
