Observation: Through the investigation process, Licensing determined that Manager screamed and pushed a child as a form of behavioural guidance.
Corrective action: Ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 9, 2024, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Review of the behavioural guidance policy, acceptable and unacceptable behaviours guidance to be reviewed in a staff meeting on June 25, 2024. Increase supervision of staff interactions with children and staff performance evaluations. The corrective action plan was reviewed and accepted by Licensing. On July 11, 2024, Licensing received a document that indicated on June 7, 2024, staff were provided with a digital copy of their employee policy handbook, parent policy handbook and Licensing regulations along with a worksheet related to behavioural guidance and positive behaviour management. The document confirmed staff attended a meeting on June 25, 2024 where they reviewed behavioural guidance policies.
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,
Observation: Through the investigation process, Licensing determined that Licensee did not notify to the medical health officer a reportable incident described in Schedule H within 24 hours.
Corrective action: Ensure to notify the medical health officer within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 9, 2024, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Review of the behavioural guidance policy, acceptable and unacceptable behaviours guidance in a staff meeting on June 25, 2024 . Observation: Through the investigation process, Licensing determined that Manager did not demonstrate the skills and abilities to carry out the duties as assigned. Specifically, that Manager had not used age-appropriate behaviour guidance when screamed and pushed a child in care.
Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of persons in care, specifically regarding suitability of staff members. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 9, 2024, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Review of the behavioural guidance policy, acceptable and unacceptable behaviours guidance in a staff meeting on June 25, 2024 . Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 9, 2024, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Enhanced reporting and notification procedures for emotional abuse or serious policy violations, ensuring staff is aware of incident reporting and protocols to notify Licensing and parents promptly. The corrective action plan was reviewed and accepted by Licensing. On July 11, 2024, Licensing received a document that indicated a staff meeting was held on June 25, 2024 where staff reviewed behavioural guidance policies, incident reporting to parents and the availability of Licensee Contacts for reporting incidents or concerns.
