3030 - CCLR 34(2)(b) 
 

Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation: Through the investigation process, Licensing determined that staff did not have the qualifications required for the category of care they were working in as per Schedule E.

Corrective action: Ensure that the ratio of employees to children attending a community care facility was no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 21, 2023 and July 5, 2023, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Schedule E would be reviewed at staff meetings, ratios would be maintained as per legislative requirements in all programs, an Early Childhood Educator had been hired until three Assistants completed their ECE programs in September 2023, Exemption requests would be submitted if required to comply with Schedule E. The corrective action plan was reviewed and accepted by Licensing. On August 24, 2023, Licensing observed staff had signed off on review of Schedule E at the July 10, 2023, staff meeting, no exemptions had been required, staff to child ratios were compliant with Schedule E at the time of inspection.

3030 - CCLR 52(1)(c) 
 

A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child’s self respect

Observation: Through the investigation process, Licensing determined staff had spoken to children in a harsh, belittling manner.

Corrective action: Ensure that a child, while under the care or supervision of the licensee, was not subjected to harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical that could humiliate the child or undermine the child's self respect. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 21, 2023 and July 5, 2023, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: staff would review the ECEBC Code of Ethics, facility policies and Guiding Children's Behavior. The corrective action plan was reviewed and accepted by Licensing. On August 24, 2023, Licensing observed staff had signed off on review of the ECEBC Code of Ethics, facility policies and Guiding Children's Behavior at the July 10, 2023, staff meeting.

3010 - CCALA 7(1)(b)(i) 
 

A licensee must do all of the following:(b) operate the community care facility in a manner that will promote the health, safety and dignity of persons in care

Observation: Throughout the investigation process, Licensing determined that staff did not demonstrate the skills necessary to carry out duties assigned.

Corrective action: Ensure the community care facility was operated in a manner that would promote the health, safety and dignity of persons in care, specifically regarding suitability of staff members. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 21, 2023 and July 5, 2023, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: staff would review the ECEBC Code of Ethics, facility policies, Guiding Children's Behavior by July 10, 2023 and at future staff meetings. The corrective action plan was reviewed and accepted by Licensing. On August 24, 2023, Licensing observed that staff had signed off on review of the ECEBC Code of Ethics, facility policies and Guiding Children's Behavior at the July 10, 2023, staff meeting.

3030 - CCLR 34(2)(a) 
 

Without limiting subsection (1) a licensee must ensure that children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E, (except FCC/IHMACC/REC; child qualified if in age range or within one month (except GCC School Age)).

Observation: Through the investigation process, Licensing determined on multiple occasions there were children present that did not comply with Schedule E.

Corrective action: Ensure that children attending a community care facility are divided into groups with each group having no more children than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On June 21, 2023 and July 5, 2023, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Schedule E would be reviewed at staff meetings, Exemptions and/or Temporary Placement requests would be submitted if required, programs would not mix together on-site. The corrective action plan was reviewed and approved by Licensing. On August 24, 2023, Licensing observed staff had signed off on review of Schedule E at the July 10, 2023, staff meeting, no Exemptions or TPRs had been required in the programs, programs were not mixed together during the inspection and Licensee Contact stated the programs had not been mixing.
