3010 - CCLR 37(3)(b) 
 

Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as '= 30 days' (see table listed under Absent employees in CCLR)

Observation: Through the investigation process, Licensing determined Licensee did not replace an absent employee within 30 days.

Corrective action: Ensure that staff to child ratios are no more that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On August 16, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included an Amendment form submitted on August 10, 2023, delegating a new manager for the Group Child Care (Under 36 Months) program. The corrective action was reviewed and accepted by Licensing. On August 25, 2023 Licensing approved a new manager for the facility.

3030 - CCLR 34(2)(b) 
 

Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation: Through the investigation process, Licensing determined that staffing was in non compliance in the Group Child Care (Under 36 Months) program, specifically the facility did not have an Early Childhood Educator (ECE) in one of the programs.

Corrective action: Ensure that the ratio of employees to children attending the community care facility is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On August 16, 2023 Licensee submitted a corrective action plan to Licensing. The corrective action plan included an updated staffing plan which included an exemption for an Early Childhood Educator Assistant (ECEA) to act as an Early Childhood Educator (ECE) in the Group Child Care (Under 36 Months) program. The corrective action plan was reviewed and accepted by Licensing. Licensing approved the exemption request on August 22, 2023, with an expiry date of March 31, 2024.
