A licensee must ensure that food and drink are not used as a form of reward or punishment for children.
Observation: Through the investigation process, Licensing determined that food was used as a reward for toilet training.
Corrective action: Ensure that food and drink were not used as a form of reward or punishment for children. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On September 5, 2024, Licensee Contact, submitted a corrective action plan to Licensing. The corrective action plan included: Staff received training regarding food and nutrition during a staff meeting on August 19, 2024. The corrective action plan was reviewed and accepted by Licensing. On August 19, 2024, Licensing received a document with staff signatures declaring they had reviewed, understood and they were aware of the policy mentioned above.
A licensee must do all of the following:(b) operate the community care facility in a manner that will promote the health, safety and dignity of persons in care
Observation: Through the investigation process, Licensing determined that the outdoor plan submitted to Licensing, to ensure the safety of the children in care was not followed.
Corrective action: Ensure the community care facility was operated in a manner that would promote the health, safety and dignity of persons in care, specifically following the outdoor plan submitted and approved by Licensing to ensure children's safety. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On September 5, 2024, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Installation of new railings along the sides of the walkways to increase safety for the children. Children would transition outdoors by groups of four children with one staff using a hand-holding rope. Children unable to walk would be transported in a wagon and all children would be supervised at all times. The corrective action plan was reviewed and accepted by Licensing. On September 17, 2024, Licensing conducted a Complaint Inspection Follow Up and observed transitioning to the outdoor area by groups of four and using hand-holding rope.
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,
Observation: Through the investigation process, Licensing determined a reportable incident was not notified to the Medical Health Officer.
Corrective action: Ensure to notify the medical health officer within 24 hours after a child was involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On September 5, 2024, Licensee Contact, submitted a corrective action plan to Licensing. The corrective action plan included: Staff received training regarding reporting. Reportable incidents and reporting procedures were updated and reviewed with staff in a meeting on August 19, 2024. The Manager would be responsible to document and report incidents to Licensing. The corrective action plan was reviewed and accepted by Licensing. On August 19, 2024, Licensing received a document with staff signatures declaring they had reviewed, understood and they were aware of the policies mentioned above.

Observation: Through the investigation process, Licensing determined a staff admitted to speaking to a parent about a child that was not their own breaching confidentiality.
Corrective action: Ensure the community care facility was operated in a manner that would promote the health, safety and dignity of persons in care, specifically, confidentiality. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On September 5, 2024, Licensee Contact, submitted a corrective action plan to Licensing. The corrective action plan included: Staff received training regarding confidentiality in a staff meeting on August 19, 2024. The corrective action plan was reviewed and accepted by Licensing. On August 15, 2024, Licensing received documentation confirming confidentiality had been reviewed.
