A licensee must ensure that a child is not, while under the care or supervision of the licensee, subjected to any of the following types of abuse or neglect: emotional abuse,

Observation: Through the investigation process, Licensing determined that staff yelled at children in care.

Corrective action: Ensure that a child is not, while under the care or supervision of the licensee, subjected to any of the following types of abuse or neglect: emotional abuse. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to the contravention. Action/s Required by Licensing: On May 9, 2022, Licensee submitted a corrective action plan which included staff would not raise their voices at children and there would be two staff working at all times between 8:30 a.m. and 4:30 p.m. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. Follow Up Inspection required.

3010 - CCALA 7(1)(a) 
 

Licensee must employ at a community care facility only persons of good character who meet the standards for employees specified in the regulations

Observation: Through the investigation process, Licensing determined that staff had not demonstrated the skills and abilities to carry out the duties assigned. Specifically, that staff had not used age appropriate behaviour and yelled at children in care.

Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of persons in care, specifically regarding suitability of staff members. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to the contravention. Action/s Required by Licensing: On May 9, 2022, Licensee submitted a corrective action plan which included staff would not raise their voices at children, all staff would log behaviour concerns with children, two staff would guide a child's behaviour, two staff would always be working between 8:30 a.m. and 4:30 p.m., behavioural guidance would be discussed at the time of an interview for all new employees, staff behaviour policy would be added to the employee contract and staff would attend a guidance workshop yearly to teach about a positive behaviour approach. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. Follow Up Inspection required.

A licensee must ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance,

Observation: Through the investigation process, Licensing determined staff did not appear to use appropriate tones or approaches with children in care because they had run out of options to deal with challenging behaviour.

Corrective action: Ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to the contravention. Action/s Required by Licensing: On May 9, 2022, Licensee submitted a corrective action plan to Licensing.
