Contraventions: A summary of the new contraventions found during the inspections are listed below.

A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,

Observation: Through the investigation process, Licenisng determined that the Licensee had not ensured that the Medical Health Officer was notified within 24 hours of a reportable incident involving a child in care related to an incident of missing/wandering.

Corrective action: Ensure the Medical Health Officer is notified within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On July 7, 2022, Licensee submitted a corrective action plan to Licensing. This corrective action plan included all staff would reread and review Section 55(2)(a) of the Child Care Licensing Regulation to ensure they understand it and will sign a document indicating they have read it. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. Follow Up Inspection required. On August 22, 2022 Licensing received the document signed by staff indicating they had read it.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

Observation: Through the investigation process, Licensing determined that three children climbed over a fence to an area that was outside the property and borders a busy road.

Corrective action: Ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult. Subsection (2) (a) does not apply to a licensee who provides care to fewer than the number of children permitted in a group under Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On July 7, 2022, Licensee submitted a corrective action plan to Licensing. This corrective action plan included the fence had been made higher to reach five feet and the playhouses that obstructed the view to the rear fence have had the sides removed, all staff would not turn their back on children, if there was only one staff member in the yard and a parent arrive to collect their child, staff were to direct the parent to where their child was so they could discuss their child's day with their teacher, all staff were not to congregate in the yard and separate so their groups can be supervised, children would be counted every 15 minutes, if a staff left the yard to use the washroom, all other staff were to be made aware. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan.

A licensee must operate the community care facility in a manner that will promote the health, safety and dignity of person in care

Observation: Through the investigation process, Licensing determined that staff had not demonstrated the skills and abilities to carry out the duties assigned. Specifically, the supervision policy indicated there was no information for staff regarding supervision of a very large yard and the Licensee had not ensured the health and safety of the children when three children climbed over a fence to an area that was outside the property and borders a busy road.

Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of person in care. Specifically, regarding suitability of staff members and policies. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On July 7, 2022, Licensee submitted a corrective action plan to Licensing.
