Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Through the investigation process, Licensing determined that the Licensee had not ensured that the ratios of employees to children in care were maintained.
Corrective action: Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On March 31, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included an application for a staffing exemption to permit the Early Childhood Educator Assistant to act as an Early Childhood Educator on Tuesday and Thursday until June 30, 2023. The corrective action plan was reviewed and accepted by Licensing. On March 27, 2023, Licensing approved the staffing exemption to allow the Early Childhood Educator Assistant to act as an Early Childhood Educator on Tuesday and Thursday until June 30, 2023.

Observation: Through the investigation process, Licensing determined that staff had not followed the safety plan developed for a child in care.
Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of persons in care, specifically regarding following a safety plan developed for a child in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On March 31, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: requiring staff to sign off on all care plans and make themselves aware of how the plan is to be followed. Care plans will be followed and reviewed bi-weekly. Licensee sated that the child with the safety plan was no longer in care. The corrective action plan was reviewed and accepted by Licensing. Licensing conducted a Follow Up Inspection on on September 14, 2023. Licensing observed that care plans were developed for four children. Staff had reviewed draft plans prior to the start of the school year at a staff meeting on September 5, 2023 and had signed off on the completed plans during the week of September 11 to 14, 2023.
