3070 - CCLR 55(2)(a) 
 

A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,

Observation: Through the investigative process, Licensing determined that a reportable incident of a missing and wandering child in care had not been reported to Licensing within 24 hours.

Corrective action: Ensure that the medical health officer was notified within 24 hours, if a child was involved in a reportable incident. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On May 10, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: Manager reviewed with all staff the the Reportable Incidents criteria and requirement to contact Licensing. The corrective action plan was reviewed and accepted by Licensing. On June 15, 2023, Routine Inspection Licensing observed compliance with incident reporting.

3030 - CCLR 34(2)(b) 
 

Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation: Through the Licensing process, Licensing determined that children in care were supervised by staff, who did not hold the required qualifications as per Schedule E.

Corrective action: Ensure that the ratio of employees to children attending a community care facility was no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On May 10, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included an exemption request for two Early Childhood Educator Assistants to act as Early Childhood Educators. The corrective action plan was reviewed and accepted by Licensing. On July 28, 2023, Licensing approved the staffing exemption requests.

3030 - CCLR 39(1) 
 

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

Observation: Through the investigation process, Licensing determined that children in care were not supervised at all times by an educator as per Schedule E.

Corrective action: Ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult, as per Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to this contravention. Action/s Required by Licensing: On May 10, 2023, Licensee submitted a corrective action plan to Licensing. This corrective action plan included staff would review Active Play, Screen Time; Active and Positive Supervision policies. This corrective action plan was reviewed and accepted by Licensing. On June 15, 2023, at the Routine Inspection Licensing observed continuous supervision.
