Contraventions: A summary of the new contraventions found during the inspections are listed below.

Category/Description
A licensee must immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child is involved in, or may have been involved in, a reportable incident described in Schedule H.
Observation: Through the investigation process, Licensing determined that a child in care had been involved in a reportable incident and the parents of the child were not notified immediately.
Corrective action: Ensure that if a child was involved in a Reportable Incident under Schedule H of the Child Care Licensing Regulations, that the child's parent/s were informed immediately of the incident. Action/s Required by Licensee: Licensee to submit a correction action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 27, 2024, Licensee submitted a corrective action plan to Licensing. The corrective action plan included on May 21, 2024, all staff at this facility received a handout detailing reporting of minor and major incidents. The corrective action plan was reviewed and accepted by Licensing. On June 28, 2024, Licensee stated all staff participated in a facility led professional development seminar that went into detail about reporting protocols. On August 14, 2024, Licensee confirmed that all facility staff had participated in the June 28, 2024, professional development seminar on reporting protocols.

Observation: Through the investigation process, Licensing determined that a staff had not demonstrated the skills and abilities necessary to carry out the duties assigned.
Corrective action: Ensure that staff have the necessary skills and abilities to carry out the duties assigned. Action/s Required by Licensee: Licensee to submit a correction action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 27, 2024, Licensee submitted a corrective action plan to Licensing. The corrective action plan included the facility had updated their Behaviour Guidance Policy to include that physical guidance of any kind was not an appropriate method of managing children's behaviour and should only be used as a last resort. If physical guidance or restraint was permitted in a child's care plan, there would be a detailed description on what that would look like, including the parents' consent. The staff involved in the incident was not longer employed at this facility as of May 27, 2024. The corrective action plan was reviewed and accepted by Licensing.
A licensee must ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance,
Observation: Through the investigation process, Licensing determined that a staff person had physically moved a child as a form of behavioural guidance.
Corrective action: Ensure that children in care were not subject to physical restraint by an employee, except as authorized in a child care plan if the plan includes instructions respecting behavioural guidance. Action/s Required by Licensee: Licensee to submit a correction action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 27, 2024, Licensee submitted a corrective action plan to Licensing. The corrective action plan included any physical guidance or restraint permitted in a care plan, required detailed description including the parents' consent. Physical guidance would only be used as a last option if all other behavioural management strategies had been exhausted. The staff involved in the incident was no longer employed at this facility as of May 27, 2024. The corrective action plan was reviewed and accepted by Licensing.
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,
Observation: Through the investigation process, Licensing determined that a child was involved in a reportable incident and the medical health officer was not notified within 24 hours.
Corrective action: Ensure that if a child was involved in a Reportable Incident under Schedule H of the Child Care Licensing Regulations, that the Medical Health Officer or delegate was informed of the incident within 24 hours. Action/s Required by Licensee: Licensee to submit a correction action plan to Licensing specific to the contravention. Action/s Required by Licensing: On May 27, 2024, Licensee submitted a corrective action plan to Licensing. The corrective action plan included on May 21, 2024, all staff at this facility received a handout detailing reporting of minor and major incidents. The corrective action plan was reviewed and accepted by Licensing.
