A licensee must ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance,
Observation: Through the investigation process, Licensing determined that staff had not utilized behavioural guidance techniques that were suitable to the age and development of a child; specifically staff placed a bent leg over a child to keep a child on their nap mat and staff yelled at children in care.
Corrective action: Ensure that behavioural guidance was appropriate to the age and development of the child who is receiving the guidance. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to this contravention. Action/s Required by Licensing: On November 2 and 7, 2023, Licensee submitted a corrective action plan specific to the contravention. The corrective action plan included the staff involved was terminated and all staff reviewed and signed off on the Licensee's Guidance and Prosocial Behaviour Policy. This corrective action plan has been reviewed and accepted by Licensing. On November 3, 2023, Licensing received confirmation from the Manager that ten staff had reviewed the Guidance and Prosocial policies.
A licensee must ensure that a child is not, while under the care or supervision of the licensee, subjected to any of the following types of abuse or neglect: emotional abuse,
Observation: Through the investigation process, Licensing determined that the Licensee did not ensure that a child was not, while under the care or supervision of the Licensee, subjected to emotional abuse; specifically staff yelled at children in care.
Corrective action: Ensure that a child was not, while under the care or supervision of the Licensee, subjected to emotional abuse. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to this contravention. Action/s Required by Licensing: On November 2 and 7, 2023, Licensee submitted a corrective action plan specific to the contravention. The corrective action plan included the staff involved was terminated and all staff reviewed and signed off of the Licensee's Guidance and Prosocial Behaviour Policy. This corrective action plan has been reviewed and accepted by Licensing. On November 3, 2023, Licensing received confirmation from the Manager that ten staff had reviewed the Guidance and Prosocial policies.
A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Through the investigation process, Licensing determined that the Licensee did not ensure the policies and procedures referred to in subsection (1) were implemented by employees; specifically related to the facility behavioural guidance policy did not include or allow staff to hold a bent leg over a child's body or permit staff to yell at children in care as a behavioural guidance technique.
Corrective action: Ensure that the policies and procedures referred to in subsection (1) were implemented by employees. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to this contravention. Action/s Required by Licensing: On November 2 and 7, 2023, Licensee submitted a corrective action plan specific to the contravention. Observation: Through the investigation process, Licensing determined that the Licensee did not operate the community care facility in a manner that would promote the health, safety and dignity of persons in care, specifically staff not demonstrating the skills necessary to carry out the duties assigned.
Corrective action: Ensure to operate the community care facility in a manner that would promote the health, safety and dignity of persons in care. Action/s Required by Licensee: Licensee to submit a corrective action plan specific to this contravention. Action/s Required by Licensing: On November 2 and 7, 2023, Licensee submitted a corrective action plan specific to the contravention.
