3030 - CCLR 34(2)(b) 
 

Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation: Through the investigation process, Licensing determined that the ratio of employees to children attending the community care facility was less than that permitted in Schedule E.

Corrective action: Ensure that the ratio of employees to children attending a community care facility was no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On December 5, 2023, the Manager submitted a corrective action plan to Licensing. The corrective action plan included: Exemptions approved by Licensing on November 6, 2023: Early Childhood Educator (ECE) to act as an Infant and Toddler Educator (ITE), expiry August 30, 2024 and Early Childhood Educator Assistant (ECEA) to act as an Early Childhood Educator (ECE), expiry August 30, 2024. Staff were given a deadline of two months to complete ECEA certification. Additional staff were hired. Staff certifications would be posted in each room, Licensee would ensure every certificate has been verified and would ensure that staff were actively attending professional development. Staff would be given deadlines to complete the required certification to ensure staff were following through, this would vary based on individual circumstances. The corrective action plan was reviewed and accepted by Licensing. On December 13, 2023, Licensing completed a Routine Inspection and observed compliance with Child Care Licensing Regulation 34(2)(b). On February 27, 2024 Licensing completed a Follow Up Inspection, during this Inspection noncompliance to Child Care Licensing Regulation 34(2)(b) was observed.

A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,

Observation: Through the investigation process Licensing determined that the Licensee did not notify the medical health officer within 24 hours after a child was involved in or may have been involved in a reportable incident described in Schedule H while under the care or supervision of the Licensee.

Corrective action: Ensure that the medical health officer was notified within 24 hours after a child was involved in or may have been involved in a reportable incident described in Schedule H while under the supervision of the Licensee. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to this contravention. Action/s Required by Licensing: On December 5, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: Licensee would notify the medical health officer within 24 hours after a child had been involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the Licensee. On December 13, 2023 and February 27, 2024 during the Routine Inspection and the Routine Follow Up Inspection Licensing observed compliance with corrective action plan.
