Observation: Through the investigation process, Licensing determined that staff did not demonstrate the skills and abilities necessary to carry out the duties as assigned.
Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of persons in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On June 11, 2024, the Administrator submitted a corrective action plan to Licensing. This corrective action plan included: a staff reviewed facility policies on discrimination and harassment, as well as expectations related to working as a team, and was given a two-day suspension, the staff would receive a full day of training by July 9, 2024, would complete an online course related to Respectful Workplaces by July 9, 2024, and would be monitored for a two-week period regarding quality of care and teamwork. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. On July 15, 2024, Licensing received a copy of completed education and training certificates, as well as confirmation that the disciplinary actions were completed. As a result of a Summary Action Memo dated September 15, 2023 prepared by Licensing and the Medical Health Officer's recommendation to Island Health's Board of Directors, the Board of Directors appointed an Administrator to Victoria Chinatown Care Centre for a term of six months, September 20, 2023 to March 31, 2024. A status review was completed on March 4, 2024, and determined that the Licensee was not in a position to regain control of the operations of Victoria Chinatown Care Centre; for this reason, on March 13, 2024, the Medical Health Officer made a recommendation to the Island Health Board that the Administrator's appointment be extended. The Island Health Board confirmed their decision to extend the Administrator's appointment from April 1, 2024 to November 1, 2024. Licensing will continue to work with the Licensee and the Administrator and monitor the facility's compliance with the Community Care and Assisted Living Act and the Residential Care Regulation. Licensing will continue to follow up on the areas identified in the Summary Action Memo through the Routine Inspection Process.
