Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Through the investigation process, Licensing determined staff to child ratio was not compliant in the Group Child Care (30 Months to School Age) program on six occasions where there was either an Early Childhood Educator (ECE) or an Early Childhood Educator Assistant (ECEA) not in the staff to child ratio where required.
Corrective action: Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 18 and 20, 2023 Licensee submitted a corrective action plan to Licensing. The corrective action plan included hiring staff with BC ECE certifications and applying for an exemption. The corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. On May 19, 202, Licensing conducted a Routine Follow Up Inspection and determined that staff to child ratios were compliant which included: 12 children in the Group Child Care (30 Months to School Age) program with one Early Childhood Educator (ECE), one Early Childhood Educator Assistant (ECEA), and two Responsible Adults (RA) [Legislative requirements include one ECE and one ECEA to be in ratio with 12 children.]
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: Through the investigation process, Licensing determined there was no information documented related to a fire alarm pulled on March 7, 2023, in the Group Child Care (30 Months to School Age) or Group Child Care (School Age) programs' minor incident logs.
Corrective action: Ensure a log is kept of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 18 and 20, 2023, Licensee submitted a corrective action plan to Licensing. The corrective action plan included the Manager would check in with staff regarding incidents and staff were require to take a refresh training on minor and major incidents, which included specific incidents that happened at the facility. The corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan.
