A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee,
Observation: Through the investigation process, Licensing determined that a reportable incident had not been sent to Licensing within 24 hours.
Corrective action:
To qualify for employment in a community care facility as a responsible adult, a person must have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition,
Observation: Through the investigation process, Licensing determined that Responsible Adults did not have qualifications of at least 20 hours.
Corrective action: Ensure that a Responsible Adult employed has completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On November 30 and December 1, 2022 Licensee submitted a corrective action plan to Licensing. This corrective action plan indicated that all staff had a folder on site with a checklist to ensure they had all the qualifications required including 20 hours of evidence of training for Responsible Adults. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. Follow Up Inspection required. On February 14, 2023 Licensing conducted a Routine Inspection and confirmed all Responsible Adult had evidence of training.
A licensee must operate the community care facility in a manner that will promote the health, safety and dignity of person in care
Observation: Through the investigation process, Licensing determined that the Licensee had not ensured the health and safety of persons in care. Specifically, children playing in unsafe play area resulting in a child with a broken wrist.
Corrective action: Ensure the community care facility is operated in a manner that will promote the health, safety and dignity of person in care. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On November 30 and December 1, 2022, Licensee submitted a corrective action plan to Licensing. This corrective action plan indicated that the children will no longer play in the back area and that a playground check will be conducted daily. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. Follow Up Inspection required. On February 14, 2023 Licensing conducted a routine inspection and confirmed that the back areas were no longer used for playing and the playground checks were up to date.
Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9
Observation: Through the investigation process, Licensing determined that the facility had changed their outdoor play area without notification.
Corrective action: Ensure immediate notification to a medical health officer of any change in the information. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On November 30 and December 1, 2022 Licensee submitted a corrective action plan to Licensing. This corrective action plan included a preliminary outdoor play area plan. This corrective action plan was reviewed and accepted by Licensing. Licensing to review and monitor this corrective action plan. On February 14, 2023 Licensing completed a routine Inspection, the new proposed onsite play area was reviewed and approved.
