Critical Inadequate Treatment

During the inspection it was observed that the two UV disinfection units were alarming and not functioning. The two solenoid valves were also not functioning. This results in inadequate treatment of the drinking water supply as two forms of disinfection are required to meet the Ministry of Health's Surface Water Treatment Objectives. A verbal Boil Water Notice was issued at the time of inspection, effective immediately.

Corrective Actions: UV Disinfection units to be repaired as per manufacturer's instructions and solenoid valves must also be functional. Boil Water Notice to be lifted only in co-ordination with Environmental Health Officer. A process must be put in place to ensure the UV disinfection system is adequately monitored to identify any issues in a timely manner.

A full, general chemical/physical analysis of the raw drinking water supply was due in 2021; the last analysis conducted was in 2016.

Corrective Actions: A full, general chemical/physical analysis of the raw (untreated) water is to be conducted by May 1, 2023. Sample is to be taken from sample point after the raw water reservoir but prior to the treatment train, to be representative of the water entering treatment.

Emergency Response Plan does not include scenario for failure of UV Disinfection equipment. ERP must be updated to include contact information of additional water system operator.

Corrective Actions: Emergency Response Plan is to be updated to include this scenario and additional contact information. A copy is to be forwarded to the Environmental Health Officer for review by March 1, 2023.



Comments
Routine inspection conducted to address continued elevated trihalomethane (THM) levels in the drinking water supply. Quarterly testing of treated water for THMs was conducted in 2022 operational year and show to be at a locational running annual average of 182.2 micrograms/L, which exceeds the maximum acceptable concentration (MAC) of 100 micrograms/L as per the Guidelines for Canadian Drinking Water Quality. A written plan to address this exceedance is to be submitted to the Environmental Health Officer (EHOl) by March 1, 2023. - Previous monitoring of free chlorine residual in distribution system did not include accurate readings of chlorine residual levels above 2.5 mg/L. Accurate monitoring of this parameter is to be conducted and levels should not exceed 4 mg/L. - Commence immediately with the following additional monitoring on a weekly basis: - pH taken at reservoir inlet. - Temperature at outlet of reservoirs. - Turbidity (after the 1-micron absolute filter and before the UV disinfection units). - Bacteriological sampling is being done at the required frequency; results generally satisfactory. - Cladding has been installed at rim or raw water reservoir to improve pest-proofing. - Leave have been cleaned off of lid (roof) of raw water reservoir; it is strongly recommended continue to keep the lid as vegetation-free as possible to reduce the amount of organics entering the water supply. - Work was done ins 2022 to damned intake location to address issues with erosion. - Discussion regarding ion exchange and cartridge filtration, general treated water chemistry, THM formation and monitoring of chlorine residual at reservoirs and in distribution system.
