Attempted routine inspection- facility was closed upon arrival. Approached front door of facility at 4:30pm. Sign was posted on door stating that the facility opens at 4:30pm. Door was locked, lights were off, and no persons were seen within the establishment. Waited until 4:45pm, however no movement was visible in facility, lights were still off, and no employee came to unlock the door by that time.
